免费电视牌照 / 移动电视服务

于第1次申请免费电视牌照时，城市电讯计划在启播时营运共 12 条本地免费电视节目服务频道（即 2 条自办频道、4 条转播频道及 6 条联营频道），频道会以模拟及数字形式作同步播放。频道数目在启播后的三年内会增至 20 条（即 2 条自办频道、8 条转播频道及 10 条联营频道），并会在启播后的六年内增至 30 条（即 2 条自办频道、11 条转播频道及 17 条联营频道）。

于收购中国移动香港移动电视业务后， 香港电视网络有限公司表示香港流动电视网络会经营3至5条频道，包括一条综合广东话频道和一条 24 小时新闻频道。观众可选看免费的直播频道，亦可通过OTT服务（Over-The-Top）选看付费的自选图像（Video On Demand）。

香港电视网络于第2次申请免费电视牌照时，表明会开设3条频道，包括1条18小时广东话综合频道、1条18小时英语综合频道及1条24小时新闻频道。

香港电视网络原计划于夺得免费电视牌照后，开台初期采用原有子公司香港宽带的光纤网络发送电视频号到各住宅大厦机房，并且通过解码器再以公共天线形式入户，公众可以直接以电视接收其模拟频道或者通过支持DMB-T/H制式信号的设备（如内置解码器的电视机、机顶盒、USB电视手指等）接收其数字频道。

而在首次免费电视牌照被拒后，香港电视收购了中移动香港的移动电视服务并成立香港移动电视网络，除推出移动电视服务外，亦推出互联网平台OTT服务（Over-The-Top）。由于中国移动香港的移动电视服务原采用CMMB制式不能发送高分辨率的图像，为了提升服务质量及加强竞争力，香港电视计划投放约三千万进行提升工程以支持发送高清画质，因此可确定启播时不采用CMMB制式，外界推测会改用如欧洲制式：DVB-H、DVB-T2、DVB-T2Lite或国家标准：增强型的E-DTMB、性能进一步提升的DTMB-A等制式。

香港电视网络于第2次申请免费电视牌照时，表明会同时采用香港宽带的光纤网络及香港流动电视网络的大气电波频道提供节目。

由于香港电视的电视节目以网上电视形式播放，不少年轻人可以轻易地以手机程序或网上电视收看，但相较之下较为老年人士收看手机程序或网上电视则较为困难，王维基表示，故将会继续争取免费电视牌照，以方便所有人收看。王维基认为：“路是人行出来，一条不通可以行第二条”，认为香港人“转数快”，只要坚持不放弃，“一定可以继续做”。
